Affordable Care Act (Obamacare) Subsidies Set to Expire

Affordable Care Act (ACA) subsidies are certain to expire at the end of 2025. While both Republicans and Democrats offered competing bills in the Senate to compensate in some measure for the subsidies, neither were adopted.

Approximately 24 million Americans utilize the ACA for their health care coverage.  According to KFF, a health policy research group, consumers in ACA healthcare programs will overall pay about 26% more for health care insurance premiums. Consumers who have been relying on subsidies for their premiums will see a much sharper increase, up to 100% or more.

Per KFF polling, consumers participating in the ACA program say they will adapt in the following ways:

  • 35%: Look for a plan with a lower premium.
  • 26%: Go without health insurance
  • 22%: Look for a new job with better health coverage
  • 17% Pay the higher premium in their current plan

Republicans have proposed an expansion of the Health Savings Account (HSA), which allows consumers to use a tax-advantage investment account to pay for qualified medical expenses.  Some in Congress are discussing a bipartisan bill that would extend the time of the current ACA subsidies, with some changes such as income requirements.
